I <br /> 52 <br /> number of lots which could be created from each <br /> lot of record. <br /> When the tracts were surveyed, they were found to <br /> contain an additional three (3) acres over the <br /> acreage shown on the tax map. The maximum lots <br /> which could be proposed is fifteen ( 15) . A <br /> cluster subdivision is proposed with fourteen <br /> residential lots ranging in size from 1. 18 to <br /> 5. 16 acres. <br /> Proposed open s pac consists of 9.83 (21%) acres <br /> of common area pro ecting open fields at the <br /> entrance of the su division. Because of the <br /> elevation, these fields are visually prominent to <br /> travellers on Old NC 86. Some of. the common area <br /> may be used by a neighboring farmer for <br /> agriculture. An additional nine (9) acres of open <br /> space is proposed to protect streams and steep <br /> slopes within a conservation easement on lots 7- <br /> 13. <br /> Each lot will haveian individual well and septic <br /> system. Lot 11 is proposed as a flag lot due to <br /> the location of souls for sewage disposal on lot <br /> 14. Lots 8 and 9 will share a common driveway in <br /> order to minimize disturbance. <br /> A portion of the existing private road which <br /> accesses John's Woods Subdivision (6 lots) will <br /> be dedicated public] and upgraded to State <br /> construction standards. A new public road ending <br /> in a cul-de-sac wild be built to access lots 3-9, <br /> 12, and 13. <br /> Lot 10 will have access to Old Fayetteville Road <br /> (SR 1937) via Russell's Ford Road, an existing <br /> Class B private road. The applicant's private <br /> road justification and the Planning Staff's <br /> analysis are attachments to these minutes on <br /> pages <br /> The private road is' justified through clustering, <br /> protection of natural features, and the <br /> subdivision's location in a protected watershed. <br /> In addition, the subdivision will not be visible <br /> from Old Fayetteville Road. The Planning Staff <br /> recommends that Russell's Ford Road meet Class B <br /> private road standards. <br /> The Planning Board reviewed the Concept Plan for <br /> Stone Knoll on Marc 20, 1995. It was approved <br /> with lot 10 having ccess via Russell's Ford Road <br /> as a Class B private road. <br />
