2 <br /> the subdivision. Because of the elevation, these <br /> fields are visually prominent to travellers on Old <br /> NC 86. Some of the common area may be used by a <br /> neighboring farmer for agriculture. An additional nine <br /> (9) acres of open space is proposed to protect streams <br /> and steep slopes within a conservation easement on <br /> lots 7-13. <br /> Each lot will have an individual well and septic <br /> system. Lot 11 is proposed as a flag lot due to the <br /> location of soils for sewage disposal on lot 14 . Lots <br /> 8 and 9 will share a common driveway in order to <br /> minimize disturbance. <br /> A portion of the existing private road which accesses <br /> John's Woods Subdivision (6 lots) will be dedicated <br /> public (up to the Stone Knoll boundary) and upgraded <br /> to State construction standards. A new public road <br /> ending in a cul de sac will be built to access lots 3- <br /> 9, 12, and 13. <br /> Lot 10 will have access to Old Fayetteville Road (SR <br /> 1937) via Russell's Ford Road, an existing Class B <br /> private road. The applicant's private road justifica- <br /> tion and the Planning Staff's analysis are attached. <br /> The private road is justified through clustering, <br /> protection of natural features, and the subdivision's <br /> location in a protected watershed. In addition, the <br /> subdivision will not be visible from Old Fayetteville <br /> Road. The Planning Staff recommends that Russell's <br /> Ford Road meet Class B private road standards. <br /> The Planning Board reviewed the Preliminary Plan for <br /> Stone Knoll on May 15 and voted unanimously to <br /> recommend approval subject to the conditions contained <br /> in the Resolution of Approval. <br /> RECOIYMNDATION: The Administration recommends approval of the <br /> Preliminary Plan for Stone Knoll Subdivision as per <br /> the attached Resolution of Approval. <br />
