Since that <br /> announcement, County staff have conducted a recruitment process leading <br /> to a recommendation to the Manager of a successor to Mr. Horner. <br /> In accordance with Chapter 105-349 of the North Carolina <br /> General Statutes, the Board of Commissioners is responsible for <br /> appointing the Tax Collector. The statute does not specify length of <br /> term, but rather indicates that the Board appoints the tax collector <br /> "for a term to be determined by the appointing body" . Staff discussion <br /> with Institute of Government faculty indicated that there is a <br /> widespread practice in North Carolina of Boards of Commissioners <br /> appointing tax collectors for two year terms. While not a policy, two <br /> year appointments have also been the practice in Orange County. <br /> Assuming approval by the Board of the Manager's recommendation, Ms. <br /> Virginia Rolfe will begin work on Monday, July 3, 1995, as outlined in <br /> the attached draft resolution. Ms. Rolfe is a 1983 Phi Beta Kappa <br /> graduate of Clemson University, with a Bachelor of Science degree in <br /> Industrial Management. She has been employed by Moore County as Tax <br /> Collections Supervisor/Revenue Officer since 1987, supervising a staff <br /> of six. During her tenure, the collection rate on Moore County's tax <br /> levy has increased annually. According to statistics prepared by the <br /> Association of County Commissioners and the State Treasurer' s Office, <br /> Moore County' s collection rate for 1993-94 was 99.51%, the highest <br /> among the State' s 100 counties. Ms. Rolfe is recommended to be hired <br /> at Step 6A, Grade 76 of the Orange County Salary Schedule, which <br /> currently reflects a salary of $49,517 annually. <br /> RECOMMENDATION: The Manager recommends that the Board adopt the <br /> resolution appointing Ms. Virginia Rolfe as the Orange County Tax <br /> Collector for a two year term, beginning July 1, 1995. <br />
