Adopted Minutes ( 1) Z-3-92 Brenda Carol & Donald Wayne Combs <br /> Orange Co. <br /> Planning Board <br /> October 19, 1992 Presentation by Jim Hinkley. <br /> A copy of the abstract information is an <br /> attachment to these minutes on pages <br /> This includes the Planning Board's findings and <br /> recommendations from their September 21, 1992 <br /> meeting to the Board of Commissioners, <br /> 'Administration's Recommendation, Board of <br /> Commissioners' Action, Planning Staff findings, <br /> Planning Staff recommendation, and chronology of <br /> events. <br /> Hinkley reviewed and summarized the information <br /> and distributed information that had been <br /> received since the agenda was distributed. He <br /> noted that, after this point, no new information <br /> could be considered unless the Board of <br /> Commissioners decided to. reopen or continue the <br /> public hearing. <br /> Hinkley presented infra-red aerial photographs <br /> dated 1983 which he felt gave a better view of <br /> the property and indicated the location of a <br /> building. He did note that automobiles not <br /> running are not heated and probably would not <br /> appear on the photos. He continued that vehicles <br /> that were out in the open did show somewhat on <br /> the infra-red photos. <br /> Chair Cantrell asked that Board member Reid speak <br /> to this issue at this time since he needed to <br /> leave this meeting to attend a meeting of the <br /> Solid Waste Committee to make a report. <br /> Reid stated that the question that came to him at <br /> the Planning Board meeting on September 21, 1992, <br /> was whether or not there were vehicles in the <br /> area prior to 1981. He stated again, as he had <br /> in the previous meeting, that he came to the area <br /> at that time and had work done on his vehicle by <br /> Kenny Martin at the location in question and <br /> there were vehicles in the area. Reid noted that <br /> he had asked what constitutes commercial or a <br /> business being there and he stated that he felt <br /> Mr. Martin used it as a business because it was <br /> a parts area. The actual garage was on Mt. <br /> Carmel Church Road but the parts for repair came <br /> from the area in question. He continued that the <br /> question arose at that point as to whether or not <br /> a building was on the site and that a building <br /> would be what would constitute a commercial <br /> business. <br />
