Grainger R. <br /> Barrett, Esquire, appeared as counsel for Plaintiffs . Geoffrey E. <br /> Gledhill, Esquire, appeared as counsel for Defendants Orange County <br /> and the Orange County Board of Commissioners (hereafter <br /> respectively "the County" and "the Board" ) . Robert H. Smith, <br /> Esquire, appeared as counsel for Defendant Marion Henry Wilson, Jr. <br /> (hereafter "Wilson" ) .. The parties presented the Court with the <br /> Record of the proceedings before the Board which consisted of <br /> minutes of the proceedings of the Board and all documents presented <br /> for consideration by the Board during the public hearing held by <br /> the Board on an application to change the zoning of property <br /> located in Orange County (hereafter "the Record" ) . <br /> This case results from the November 2, 1992 decision of the <br /> Board, following the proceedings referred to above, to change the <br /> 1 � • — <br />
