5 <br /> WHEREAS, the NC Division of Environment, Health and Natural <br /> Resources has formally offered Orange County the $88,500 High Unit Cost <br /> Grant which was allocated to Orange County by the NC Environmental <br /> Management Commission in September 1994; and <br /> WHEREAS, Orange County and OWASA staff have evaluated the standard <br /> terms and conditions, as contained within the grant offer document, for <br /> award of the grant funds and have concluded that the County, with the <br /> assistance of the Orange Water and Sewer Authority, can comply with <br /> said terms and conditions as modified. <br /> NOW, THEREFORE, BE IT RESOLVED: <br /> 1. That the Board of County Commissioners of Orange County does <br /> hereby reaffirm that the County Manager, John M. Link, Jr. , is the <br /> individual authorized by the Board to accept grant funds on behalf of <br /> the County and execute the all necessary documents and grant <br /> reimbursement requests; and <br /> 2. That the Board of County Commissioners of Orange County does <br /> hereby specifically give assurance to the NC Environmental Management <br /> Commission and the NC Division of Environment, Health and Natural <br /> Resources that Orange County will adhere to the fifteen conditions <br /> outlined in Section II of the grant offer document, except as to the <br /> assurance made in item F, where Orange County assures that the duly <br /> authorized representative of the State has had and will have access to <br /> the work whenever it is in preparation or progress, and that the <br /> contractor has and will provide proper facilities for such access and <br /> inspection; and <br /> 3.
