1
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No.XQ
ACTION AGENDA ITEM ABSTRACT
Meeting Date: May 16,1995
SUBJECT: REPORT: SOUTHERN HUMAN SERVICES CENTER PROJECT
DEPARTMENT: PURCHASING AND CENTRAL SERVICES PUBLIC HEARING:YES: NO: xx
ATTACHMENT(S): INFORMATION CONTACT:
PAM JONES, ext.2650
Telephone Number-
Hillsborough 732-8181
Chapel Hill 967-9251
Mebane 227-2031
Durham 688-7331
PURPOSE: To receive information regarding the Southern Human Service Center Project and approve
project in anticipation of bidding.
BACKGROUND: On September 20, 1994 the Board reviewed the floor plan and elevation of the
Southem Human Services Center. Reservations about the plans were expressed in two principle areas;
the Public Meeting Room and the exterior of the building. The Planning Committee, consisting of
Commissioners Gordon and Halkiotis, citizens Ned Brooks and Anne Maddry, and County staff
members Link, Jones, Pryor-Cook, Kittrell and Thames have continued to work with Mark Zack,
Hakan/Corley&Associates on these two issues. The results of this collaboration will be presented by
Mr.Zack at the Commissioners meeting.
In order to build the project within a realistic budgetary figure, the square footage of the project was
reduced from 34,000 to approximately 28,750. As you may recall, this was accomplished by opting to
not relocate the Department on Aging or JOCCA to the new facility. It should be noted however, that
even with the reduced square footage a budgetary overage between$400,000-$500,000 is anticipated.
This overage could be funded through private placement, sought after January 1,1996.
From a practical point of view, the program has been reduced to a point where further reduction could
seriously jeopardize the functional integrity of the programs being relocated to the facility.
RECOMMENDATION: The Manager recommends that the Board receive the report and approve the
program as recommended by the Southern Human Services Planning Committee.
