ORANGE COUNTY HILLSBOROL:GH NORTH CAROLINA (7k000l"-v99ed 1762 MEMORANDUM TO: ORANGE COUNTY BOARD OF COMMISSIONERS CHAPEL HILL TOWN COUNCIL CARRBORO BOARD OF ALDERMEN FROM: JOHN LINK, ORANGE COUNTY MANAGER CAL HORTON, CHAPEL HILL TOWN MANAGER BOB MORGAN, CARRBORO TOWN MANAGER DATE: APRIL 21, 1985 SUBJECT: IMPLEMENTATION - "SHAPING ORANGE COUNTY'S FUTURE" INITIATIVE ATTACHMENTS: A- TASK SCHEDULE &RESPONSIBILITIES B - PROJECT CALENDARICOST ESTIMATES C - COST DISTRIBUTION SUMMARY OF CONSENSUS PROPOSAL IMPLEMENTATION CONSIDERATIONS 15-STEP CONSENSUS BUILDING PROCESS This memorandum and attachments constitutes a joint proposal on how to proceed with the proposed"Shaping Orange County's Future"initiative,including designation of a lead agency,project budget,and time schedule. BACKGROUND At its November 15, 1994 meeting, the Board of County Commissioners adopted a resolution concerning the proposed"Shaping Orange County's Future" initiative. The resolution contained the following elements: 1. Endorsed the process described in the "Summary of Consensus Proposal"including: • Creation of an 8-member Steering Committee, made up of two elected officials from each of the four governing boards in Orange County,to oversee the process proposed in the"Shaping Orange County's Future Report". • Appointment of a large citizen's Task Force, comprised of representatives from a variety of perspectives. Names would be compiled by the Steering Committee and referred to the four elected boards for appointment. • Completion of the 15 steps, including reports to the four elected boards, as outlined in the "Shaping Orange County's Future Report". Adjustments to the process would be made as deemed necessary by either the Task Force or Steering committee, depending on work progress. 2. Endorsed the creation of the Steering Committee and expressed its intent to appoint two members to serve.
