2
3. Authorized the County Manager to meet with his counterparts in the
three towns to prepare a joint proposal on how to proceed, including
designation of a lead agency, project budget, and time schedule.
Meetings have been conducted with representatives of the Towns of Chapel Hill
and Carrboro to carry out item#3 above. The Town of Hillsborough has decided
not to participate in the process.
The Managers believe that the most logical lead entity for this project would be
Orange County, and the attached work program, including time schedule and
budget, is based on that premise.
The Towns of Chapel Hill and Carrboro are to consider this item, and the actions
of the two governing boards will be reported at this meeting. Provided the
participating jurisdictions support the proposal, it would be appropriate for the
Board of Commissioners to appoint its two members to the project's Steering
Committee at this meeting.
RECOMMENDATION: As the Board decides.
