Department of Correction for the implementation of a Orange-Chatham Criminal Justice Partnership Program. BACKGROUND: Ratified House Bill 281 provides grant funds to counties to develop community-based correction programs to appropriately address criminal behavior, provide effective rehabilitative services and to expand sentencing options for offenders receiving non-incarcerative sentences. At the February 6, 1995 BOCC meeting, the Board approved the submission of a grant application, developed by the Orange- Chatham Criminal Justice Partnership Advisory Board, to establish program services for Orange and Chatham County residents. The program has two components: (a) a pre-trial release program - The purpose of the program is to expedite the pre-trial release of certain low-moderate risk offenders prior to trial; thereby relieving jail crowding and enhancing the management of that limited resource; and (b) a substance abuse program - This program would be comprehensive and designed for persons sentenced to intermediate sanctions.
