2 <br /> technical.reference services could no longer provided by the Library Director. <br /> The delegation of this responsibility to the Library Reference Assistant position <br /> uses the current resources to provide citizens with the level of services they <br /> require. <br /> The classification study of this reference position indicates the duties are comparable <br /> in level to those of the established class of Children's Librarian at Salary Grade 67. <br /> Thus the recommendation is to expand this class to include the reference position. <br /> To do this,the title would be changed from Children's Librarian to Librarian and that <br /> class specification would be changed to include the specific duties,responsibilities <br /> and minimum education and experience requirements for the reference position. <br /> Upon approval of this recommended change,the position currently assigned to the <br /> Children's Librarian class will be reassigned to the new class title of Librarian at the <br /> same salary grade,and the vacant Library Reference Assistant position presently at <br /> Salary Grade 62 will be reclassified to Librarian at Salary Grade 67. <br /> 2. Library Assistant Director <br /> The Personnel Department has completed a classification review of the Assistant to <br /> the Library Director position in the Orange County Library. The Library Director <br /> requested this review because the duties and responsibilities of the position are <br /> different than those recognized when it became a County position in March 1993. <br /> Key changes in the Assistant to the Library Director position include: <br /> - The Library Director has delegated the overall day-today library operation <br /> responsibility to this position. The Library Director has also delegated <br /> responsibility for supervising four positions in the library to this position. <br /> - The Assistant to the Library Director position is no longer responsible for the <br /> genera/secretarial duties supporting the Library Director such as routine <br /> correspondence,budget maintenance,Board meeting minutes,billinglaccounting <br /> functions,staff time records and other reporting responsibilities. These clerical/ <br /> secretarial functions have been reassigned to the Administrative Assistant <br /> position in the Library. <br /> The classification study of this position indicates that the level of responsibility is <br /> comparable to other positions at Salary Grade 69. <br /> The Assistant to the Library Director class specification has been revised to reflect <br /> the current duties and responsibilities and the minimum education and experience <br /> requirements and also includes a class title change to Library Assistant Director. <br /> Based on these comparisons and the changes in duties it is recommended that the <br /> class of Assistant to the Library Director at Salary Grade 67 be changed to Library <br /> Assistant Director at Salary Grade 69. This appropriately places the position two <br /> salary grades higher than the professional librarian positions who do not have these <br /> supervisory and overall operational responsibilities. <br /> Upon approval of this recommended change,the position currently assigned to the <br /> Assistant to the Library Director class at Salary Grade 67 will be reclassified and <br /> assigned to the new class title of Library Assistant Director at Salary Grade 69. <br />
