2 ' <br /> 4. At their April 18, 1995 meeting,the Board of County Commissioners approved a Smart Start grant <br /> award for the County's Department of Social Services. The Parent Education and Skill Building <br /> Initiative grant,totalling$48,706,will enable this department, along with twelve other agencies,to <br /> deliver quality parent education services to all Orange County families with children ages 0-5. Fiscal <br /> management of this grant will be provided by the Department of Social Services while program and <br /> personnel development and management will be provided through a contractual agreement with the <br /> HEARTH Family Foundation. The attached "Smart Start Grant Project Ordinance" reflects the addition <br /> of these funds. <br /> 5. The Department of Social Services has received expansion funds,totalling$20,000, for the Aid for <br /> Families with Dependent Children(AFDC)program. The monies will be used to assist the agency with <br /> Master Client Index(MCI)and automation training. The attached "Master Client Index(MCI)Capital <br /> Project Ordinance" budgets these funds. <br /> Health Department <br /> 6. Orange County's Breast and Cervical Cancer grant recently received a$5,000 reduction in State funding. <br /> The State plans to revert these monies to other counties in North Carolina who are experiencing higher <br /> demands for these services than Orange County. The attached "Comprehensive Breast and Cervical <br /> Cancer Control Grant Project Ordinance"reflects this program's voluntary funding reduction. <br /> Department on Aging <br /> 7. The Department on Aging is sponsoring a County Conference on Aging(including a luncheon)this <br /> month. Conference registrants are reimbursing the County for the costs of meals. This amendment <br /> budgets for these funds. (Block 7,page 3). <br /> 8. The Title I11-F Health Promotion allocation for Orange County's Department on Aging has been <br /> increased from the original projection of$1,350 to$4,021. These additional funds,reflected in block 8 <br /> on page 3, will be used to increase health-related activities at the County's Senior Centers. <br /> Orange County Library <br /> 9. On April 3, 1995,the Board of County Commissioners approved an amendment for the Orange County <br /> Library. This technical amendment identifies this as a transfer of funds to the Library Automation <br /> Capital Project and not a General Fund Fund Balance Appropriation. (Block#9,page 3) <br /> Economic Development <br /> 10. On April 19, 1995,the Board of County Commissioners approved a funding request of$750 for Midway <br /> Development Commission. Block#10 on page 4 reflects the appropriation of these funds from the <br /> Commissioners Contingency account. <br /> Criminal Justice Partnership Program <br /> 11. Orange and Chatham Counties have jointly been awarded Criminal Justice Partnership Program grant <br /> funds totaling$45,486 for the period April 1 -June 30, 1995. Additional funds totaling$181,841 will <br /> become available for fiscal year 1995-96,and will be budgeted later. The program will provide pre-trial <br /> release and substance abuse services to persons sentenced to intermediate sanctions. The attached <br /> Criminal Justice Partnership Program Grant Project Ordinance authorizes the project and budgets the <br /> grant funds,through June 30, 1995,contingent on the Board's acceptance of these funds,which is <br /> included as a separate abstract on this May 16, 1995 agenda. <br /> Recommendation <br /> The Manager recommends that the Board approve the attached budget ordinance amendment, grant project <br /> ordinances and capital project ordinances. <br />
