Unlike those other <br />counties, Orange County will be the first county to set a goal designed to reverse these <br />trends. <br />Orange County Department of Human Rights & Relations <br />The Orange County Commission for Women (CFW) was created in the 1960's. At <br />that time, the CFW had no staff and was completely comprised of volunteers. The <br />Commission operated independently with limited staff until the first part-time staff <br />member was hired. The Human Relations Commission (HRC) came into existence in <br />the early 1990's in response to some troubling incidents of racial hatred in Hillsborough. <br />Finally in 1996, the Department of Human Rights and Relations was created to enforce <br />civil rights laws, conduct community outreach and education and serve as a voice on <br />issues of human rights and relations. The Department is currently home to both the <br />HRC and CFW and five (5) staff members who are responsible for a wide range of <br />duties. <br />The Social Justice Goal <br />During the 2002 County Commissioners' Retreat, the Commissioners mentioned <br />interest in pursuing a social justice goal for the County. The manager's office with the <br />Human Services Management Team (HSMT) began working on a social justice goal for <br />Orange County. HSMT drew together a list of programs and potential needs which <br />could be addressed in a social justice goal.
