issues under existing categories such as elimination of gang activity under physically <br />and mentally safe communities but were placed nonetheless in the "Other" category <br />(Tallies of Pennies Activities: Appendix V). <br />Orange County is, without doubt, one of the most progressive Counties in the <br />State of North Carolina and has more social justice programs than most other <br />communities. However, the County and its residents are heavily impacted by state and <br />national policies that have been predominantly regressive and have placed primary <br />responsibility for social justice on local government's doorstep. <br />While the County continues to grow and the demand for services continue to <br />grow, County coffers have not been growing at the same rate.
