Hillsborough is centrally located in relation to other counties and their county seats (see <br />maps below), and is located at the merger of Interstates 8S and 40. <br />Like the rest of Orange County, Hillsborough enjoys a strong economy, and real estate <br />pressures are intense. Initially, the researcher was unable to locate a site that would meet <br />most or all of the criteria for a shared use facility. Fortunately, Noah Ranells of the <br />Orange County EDC showed the researcher a building located at S00 Valley Forge Road <br />and approximately half a mile from Interstate 8S on the eastern side of Hillsborough. This <br />building, a 10,400 square foot metal industrial structure, is the former site of Orange <br />Enterprises, Inc., anon-profit agency in Hillsborough, N.C., that employs people with <br />disabilities and subcontracts services to other businesses for mailing and packaging. The <br />building is owned by Orange County government and now houses election materials. <br />The Orange Enterprises building is able to meet all of the key criteria for development as <br />a regional shared use food processing facility. It is owned by the county and is a modern <br />commercial building that meets code, including handicap-accessible bathrooms and <br />entrances. The building consists of a large warehouse-type area on concrete slab (ca. <br />6,500 square feet), a loading area and storage room with a dock (ca. 1,500 square feet), <br />and multiple ofFces and meeting rooms (ca. 2,000 square feet). The building has access <br />to all major utilities. <br />The building is located in the part of the four-county region with the highest level of <br />measured demand for a facility, and is easily accessed from both I-40 and I-8S.
