B. RATIONALE <br />1. Purpose /Mission <br />Continue the implementation of the Hillsborough- Orange Interlocal Land <br />Management Agreement (2009) through adjustment of the Town's Extra Territorial <br />Jurisdiction (abandonment of some existing ETJ). <br />2. Analysis <br />As required under Sections 2.3.9 and 2.8.5 of the Orange County Unified <br />Development Ordinance, the Planning Director is required to: `cause an analysis to <br />be made of the application and, based upon that analysis, prepare a <br />recommendation for consideration by the Planning Board and the Board of County <br />Commissioners'. In analyzing this proposal, the following information is offered: <br />a. Staff has been authorized by the Board of County Commissioners to pursue <br />implementation of the Hillsborough- Orange Interlocal Land Management Agreement <br />(2009 and as amended 2014). <br />b. This amendment is consistent with land use goals and objectives of the 2030 <br />Comprehensive Plan. <br />u <br />c. The request for the amendment has been deemed complete in accordance with <br />the requirements of Sections 2.3 and 2.8 and of the Unified Development Ordinance. <br />d. The proposed Future Land Use Classification, zoning districts, and overlays are <br />consistent and compatible with those of the surrounding area and in general, are of a <br />very low density residential and conservation minded nature. <br />Proposed Changes <br />2030 Comprehensive Plan Future Land Use Map Amendment - Properties are to be <br />classified to County Land Use Classifications, which in these cases include: <br />Agricultural Residential (portions to include Watershed and Resource Protection and <br />Public Interest Area overlays).
