Review various available documents relating to previous project approvals, site <br />investigations, etc.; <br />2. Considering expected regulatory requirements and project objectives, assist Client in <br />identifying and quantifying various "Elements of Cost" (hard costs and soft costs) <br />pertaining to site development; <br />3. Based on conceptual information known or assumed, generate preliminary quantity <br />estimates for selected site infrastructure items, and provide them to Resolute for <br />construction estimating; <br />4. Suggest logical methods of apportioning estimated costs between the County and the <br />property developer as appropriate; <br />5. Identify, and suggest ways to manage, risks associated with "contingency" or "highly <br />variable" cost items; <br />6.
