2 <br />An option for the IAC is to consider the former Strategic Growth Plan Phase I Steering <br />Committee and/or recruiting a cross-section of members from that group with 2 additional at- <br />large to form the IAC. An IAC composed of members already familiar with the SGP process <br />should result in less start-up time - a distinct advantage given the Interlocal Agreement is <br />targeted for the May 19 Quarterly Public Hearing. <br />The original Orange County component of the steering committee included: <br />Barry Jacobs, Board of County Commissioner Representative <br />Ted Treibel then Craufurd Goodwin, Orange County Planning Board Representative <br />Alois Callemyn, former Economic Development Commission Representative <br />Hervey McIver, Commissioner For the Environment Representative <br />This phase, since it includes an important focus on the peripheral area around Hillsborough <br />(i.e the urban fringe and coordinated planning area in the `middle' Eno watershed), could <br />include 2 additional at-large members from this area. <br />The Town of Hillsborough is considering six or fewer appointments also. <br />Consideration of 6 appointments to this Orange County component of the IAC could occur on <br />February 19, 2008. <br />FINANCIAL IMPACT: There are no additional costs over those already budgeted for Phase II <br />consultant work. Staffing of the committee would be handled by the existing planning staff of <br />Orange County and Town of Hillsborough. <br />RECOMMENDATION(S): The Manager recommends that the Board establish the IAC with six <br />representative position slots, as noted above, from Orange County for the Strategic Growth Plan <br />Phase II, and ask the clerk to advertise and/or notify advisory boards for possible appointments.
