G <br />SUBJECT: Resolution in Support of Continuation of JCPC Funding <br />DEPARTMENT: Social Services PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Resolution <br />INFORMATION CONTACT: <br />Sharron Hinton, 245-2840 <br />Susan Worley, 967-4511 <br />PURPOSE: To approve a resolution demonstrating support of continuation funding for the <br />Orange/Chatham Juvenile Crime Prevention Council. <br />BACKGROUND: Since 1977, the State has provided funding to support community-based <br />alternatives for youth. These funds have increased incrementally through the years and have <br />been allocated as recurring dollars. Orange County currently funds ten local programs and <br />provides administrative support with the annual allocation. <br />Most recently, the NC Legislature has moved funding for Juvenile Crime Prevention Councils <br />(JCPC) to the Continuation Review process. As a result, no funds are budgeted for the <br />continued operation of local JCPC programs after June 30, 2008. <br />With the placement in a non-recurring status, the legislature has to be convinced of the need <br />and success of JCPC efforts in terms of preventing and reducing juvenile crime and <br />delinquency. The JCPC programs throughout the state .are requesting their respective Boards <br />of County Commissioners to submit Resolutions in Support of Continuation Funding for these <br />programs. <br />A delegation of the Orange and Chatham County JCPC program providers has developed.such <br />a resolution for BOCC approval. A similar resolution is also being presented to the Chatham <br />County Board of Commissioners. <br />FINANCIAL IMPACT: Orange County currently receives $283,951 to support JCPC-related <br />programs. Any decrease in state funding could adversely affect local programming efforts. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the resolution <br />and authorize the Chair to sign.
