M <br />• Fourth Action — The BOCC reviews and take action on the Preliminary Plat <br />application at its scheduled October 21, 2014 meeting. <br />• Fifth Action — Once all construction activities have been completed, or appropriate <br />bonds have been approved, staff will sign off and allow the recordation of a Final <br />Plat allowing for the individual lots to be created. <br />Proposal: The petitioner has submitted a Major Subdivision Preliminary Plat application proposing to <br />develop a 14 lot single - family residential subdivision with an overall proposed density for the project <br />of 1 dwelling unit per every 1.8 acres of land area with approximately 17.21 acres (67.96% of the <br />site) of dedicated open space. <br />The following modification(s) have been made to the Preliminary Plat application in an effort to <br />address staff, Planning Board, and adjacent property owner comments associated with the approved <br />Concept Plan- <br />1 . Proposed lot lines were adjusted to comply with NC Department of Transportation <br />(NCDOT) requirements on the development of the roadway, to accommodate <br />infrastructure needs (i.e. utility lines, stormwater, etc.), and to reduce potential impacts to <br />existing environmentally sensitive areas. <br />2. The stormwater basin was revised to comply with Orange County Erosion Control <br />standards and to avoid placing said infrastructure within identified environmentally <br />sensitive areas. <br />A summary of the proposal is as follows: <br />Subdivision Type <br />Number of <br />Lots <br />Average Lot <br />Size <br />Area in Open Space <br />Open Space <br />Percentage <br />Conservation Cluster <br />14 <br />20,914 sq. ft. <br />17.21 acres <br />67.96% in <br />Flexible Development <br />common <br />Plan <br />(Ranging from <br />open space <br />16,012 sq. ft. to <br />39,794 sq. ft.) <br />(33% required <br />by the UDO) <br />STAFF COMMENT — UDO REQUIREMENTS: The proposal is in accordance with the <br />anticipated densities for properties located within the Agricultural Residential land use <br />category as defined within the adopted Comprehensive Plan, and Rural designated areas as <br />denoted on the Growth Management Systems Map. <br />The size of the parcels is consistent for projects served by public water and sewer. Section <br />7.13.4 9B) (6) of the UDO allows for a reduction in required lot size, up to 65 %, within <br />Conservation Cluster Flexible Development subdivisions where individual lots are served by <br />public sewer. <br />It should be noted that in absence of such services, reduction of minimum lot sizes below one <br />acre would be prohibited. <br />Roads: The proposal involves the creation of a single public road to service the project, constructed <br />to applicable NC Department of Transportation (DOT) and Town of Hillsborough roadway standards. <br />The applicant intends to turn this road over for maintenance to the appropriate entity once the <br />development is completed. <br />
