Township: Hillsborough. <br />e. School District: Orange County. <br />f. Future Land Use Map Designation: Agricultural Residential <br />and Rural Industrial Activity Node. Growth Management System Designation: Rural. <br />It needs to be remembered the Growth Management System <br />Map was developed in an attempt to differentiate the impacts of <br />a rural versus urban subdivisions (i.e. utility service, density, <br />traffic impacts, etc.) and identify an appropriate development <br />review process for a given project at specific densities. <br />This map is not the tool utilized to determine whether or not a <br />project should be allowed to utilize existing public services. That <br />tool is known as the Water and Sewer Management Planning <br />Boundary Agreement (WASMPBA) and map. <br />And, as articulated herein, this property is located within a <br />primary utility service area where water /sewer is available to <br />allow development. <br />h. Existing Conditions /Physical Features: Varying topography <br />with heavy vegetation, primarily mixed hardwoods, throughout. <br />There are streams running through the property with varying <br />slopes. Portions of the property are also encumbered by <br />floodplain and wetlands. <br />i. Roads: Vehicular access to the subdivision is proposed via <br />Stroud's Creek Road, a North Carolina Department of <br />Transportation ( NCDOT) publicly maintained roadway. <br />The subdivision proposes to build a public road (27' wide curb <br />and gutter pavement within a 40' public right -of -way) that <br />terminates in a cul -de -sac. The site is bordered by streams, <br />floodplain and the Pathways Elementary School. Therefore, no <br />additional public or private vehicular access to adjacent <br />properties is proposed or required. <br />The public road is designed to meet or exceed NCDOT and /or <br />Town of Hillsborough residential street design standards. The <br />cul -de -sac portion of the road is also designed to meet Orange <br />County Fire and Emergency Services design preferences. <br />
