2 <br />• Smart Start Enhancement Program — receipt of a second quarter payment of <br />$255,000 for Smart Start Subsidized Child Care program administration. The <br />department will pay program funds directly to childcare providers. <br />This budget amendment provides for the receipt of these additional funds. (See Attachment 1, <br />column 3) <br />Health Department <br />4. At the September 24, 2014 Board of Health meeting, several fees were reviewed and <br />changes approved. Due to increased fees from the NC State Laboratory of Public Health, <br />the Health Department recommended to the Board of Health an increase in the fees that <br />were affected by the increase in state lab fees. The Board of Health has approved <br />changing the fees as recommended by the Health Department, effective January 1, 2015. <br />This will be the first increase in these fees since 2005, which also occurred due to an <br />increase in state lab fees. Based on the increased fees, the department anticipates <br />$21,500 in additional revenue in FY 2014 -15.
