I other counties are likely putting their priorities in, and it is important to stake out the moral high <br />2 ground. <br />3 Chair Jacobs referred to page 23, which includes a resolution to support funding for the <br />4 Clean Water Management Trust Fund. He said if there are other issues that they feel strongly <br />5 about, such as voting issues, it might be appropriate to have a resolution about them. <br />6 Chair Jacobs said this process is self- censored. He said the Board needs to pay more <br />7 attention next year and send items of interest to the legislative work group. He said tonight is <br />8 the eleventh hour for this, but personally he would be willing to take a shot at voting rights. <br />9 He asked if staff could put together a draft resolution to be voted on at the end of the <br />10 Mebane City Council meeting. <br />11 John Roberts noted that this meeting takes place in Orange County, and any action <br />12 taken, must be voted on within Orange County. <br />13 Commissioner Gordon referred to her earlier comments, and said she has looked at the <br />14 order of these items and the school item would be better placed as item #5 instead of item #6. <br />15 Commissioner Price said it is not too late to bring items to the NCACC. She said there <br />16 is time to submit other items, and she will be attending that conference and is happy to present <br />17 them. <br />18 Commissioner Rich said she would like to remember to look at these items one time <br />19 before voting on the package next year. She does feel that it is important to get the voter's <br />20 rights issues in there this time. <br />21 Commissioner Pelissier said she thought that in order to be included, items must be <br />22 voted on by the full Board of County Commissioners. <br />23 Commissioner Gordon these goals will go to NCACC and then on to the steering <br />24 committees for review. She said the steering committees will hold meetings in the fall, so there <br />25 is still time to send resolutions directly to these committees. <br />26 Chair Jacobs said the Board could try that route. <br />27 <br />28 A motion was made by Commissioner Dorosin, seconded by Commissioner Price to add <br />29 the following suggested language: <br />30 <br />31 Title: Restore Voting Rights <br />32 Support legislation to: <br />33 • Restore same day voter registration; <br />34 • extend early voting periods and include Sundays during early voting periods <br />35 • re- instate pre- registration for 16 and17 year olds <br />36 • restore straight ticket voting <br />37 • eliminate any photo identification requirements <br />38 • restore validity of out of precincts provisional ballots <br />39 • restore public financing of judicial elections <br />![I <br />41 Chair Jacobs suggested the addition of restoring public financing for judges. <br />42 Commissioner McKee said this would be item # 24. <br />43 Greg Wilder suggested following the format of the other items by adjusting the verbs as <br />44 needed, which would include the addition of the phrase "support legislation to." <br />45 <br />46 VOTE: UNANIMOUS <br />47 <br />48 A motion was made by Commissioner McKee, seconded by Commissioner Price to <br />49 adopt the entire resolution with the inclusion of the two additional items referencing support for <br />50 school funding and voting issues and authorize the Chair to sign the resolution and direct the <br />
