ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 15, 2008 <br />Action Agenda <br />Item No. 4 -X <br />SUBJECT Award for Security Design Services, Justice Facility <br />DEPARTMENT: Purchasing <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Risk Management Associates Proposal Pam Jones, 919-245-2652 <br />for Services <br />PURPOSE: To consider awarding a contract for design services to Risk Management <br />Associates, Inc. related to the physical security systems for the Orange County Justice Facility <br />construction and expansion. <br />BACKGROUND: During the design process for the Justice Facility expansion, the project <br />architect, Corley, Redfoot, Zack (CRZ); recommended that the County engage a specialized <br />security technology integration consultant to advise employment of the proper physical security <br />system within this project. This security system design is to be the foundation for the County <br />standard in access security. <br />The Justice Facility Project is now at a point appropriate to retain this consultant. Risk <br />Management Associates (RMA) comes at the recommendation of Don Truelove, who is the <br />security consultant on the CRZ design team. RMA will provide the integration services <br />necessary to implement Mr. Truelove's recommendations. RMA, who regularly consults with <br />Wake County in a similar capacity, will assist the County in the following areas: <br />1) Completion of the facility needs analysis in view of the selected equipment specification <br />family identified by the designer; <br />2) Collaboration with the County and its design team on final security system specification, <br />bid process, vendor selection, system installation, and system commissioning; and <br />3) Longer range planning for potential integration of existing and. future County building <br />security systems. <br />FINANCIAL IMPACT: The total not-to-exceed cost for the scope of work included in the <br />attached RMA proposal for services is $27,378; and is included in the project budget, which is <br />funded through the County's Capital Investment Plan. <br />RECOMMENDATION(S): The Manager recommends that the Board award a contract for <br />design services to Risk Management Associates, Inc. for the work cited herein; and authorize <br />the Manager to sign the agreement. <br />
