Provisions for courtesy revie5.v and information-snaring between Hillsborough and Orange <br />County for areas that are designated as described in items ,c} and (cs} above. <br />Clarion Associates proposes tv serge as facilitator for the process of preparing this Interlocal <br />Agreement and its component parts for consideration by the Hillsborough Tovdn Hoard and the Orange <br />County Board of Commissioners. The scope of tivork for this initiative will include the follotiving; <br />Committee Meetincts: It is anticipated that an Interlocal Agreement Committee tivill be established with <br />represen#atives from Hillsborough and Orange County. This committee may be assembled starting <br />with an invitation to the former Steering Committee for the Strategic Growth Plan. Members from that <br />Committee may be asked to work cn this follow-up task, or a ne~v Committee made up of <br />representatives from each of the Planning Boards might be assembled, It would be helpful to have a <br />representative from each of the governing boards involved. We expect that it will take approximately <br />three-four meetings of this committee to discuss a draft Interlocal Agreement and its components. <br />Clarion will prepare meeting agendas and materials to present at meetings. in consultation with <br />Hillsborough and Orange County staff. <br />Draft Agreement: Clarion will prepare the four draft maps described above, along with revisions to <br />those maps as directed by the Steering Committee. Clarion will prepare a draft Interlocal Agreement <br />as described above for consideration and recommendation by the Steering Committee, with revisions <br />as directed by staff and the Steering Comrn"sttee. Clarion will present the draft agreement with <br />accompanying maps to meetings of the Hillsborough Planning Board and Town Board and the Orange <br />County Planning Board and Board of Commissioners fior consideration and action. It is anticipated that <br />two meetings each of the Hillsborough Town Board and the Orange County Board of Commissioners <br />wid be needed. <br />Public Outreach: The main change since our discussions last spring is increased interest in a robust <br />citizen engagement strategy. At a minimum, the initiative will need a Public Information Ptleeting at the <br />outset. of the effort and another afiter a draft agreement has been developed, to review the proposal. <br />In-between we anticipate, scheduling meetings and briefings in locations that reflect the interests of <br />stakeholders in this process: at least one additional meeting in Hillsborough and likely one or two <br />meetings in venues located in unincorporated areas around Hillsborough that may be affected by the <br />terms of the agreement. We will work with local organizations to find the best times and locations for <br />these meetings. The purpose of the meetings will be to present concepts and respond to ideas and <br />suggestions. As the project moves to a point of being ready to put a specific proposal before the <br />Hillsborough and Orange .County governing boards, a final public briefing will be arranged so that <br />citizens fully understand what is being proposed, and are in a position to offer cominents to the <br />governing boards. Hillsborough and Orange County staff will arrange for logistics for these meetings, <br />including publishing notices. <br />We had stated in April that we expected approximately nine meetings of various types to be <br />scheduled. With a revised approach more intensively engaging citizens in dialogue, we now project <br />four additional meetings, for a target total of 13 meetings. We anticipate casts of approximately $500 <br />per meeting for time and expenses. For the materials, vve continue to anticipate that there will likely be <br />two drafts of the Agreement and its component parts, including the mapping component, and estimate <br />a cast of approximately x10,000 for preparation and revision of the Agreement, The final deliverable <br />product will be an Interlocal Agreement +,vith component parts as described above, in a form that is <br />ready for adoption and execution.
