2 <br />4. Section 3.5 (page 5) defines a guorum as 51 % of the members of the RTAC. <br />5. Section 4.2.A (page 6) adds designated staff, Assistant County Manager and Clerk to valid <br />technical representatives to be appointed to the RTCC. <br />6. Section 4.2.E (page 6~ adds the Executive Director of the Triangle J Council of <br />Governments, or his designated representative. <br />7. Section 4.3 (page 6) provides for an alternate voting member for all RTCC members, <br />providing they meet the same criteria as the original appointee; and states that the <br />membership of jurisdictions that fail to send the member or alternate to two consecutive <br />meetings will be designated as a vacant seat and will not count towards a quorum and that <br />attendance at future meetings will reinstate the member. <br />8. Section 4.4 (page 6 - 7~ defines a quorum as 51 % of the members of the RTCC. <br />TARPO staff posted notice of the proposed amendments for a public review period from <br />October 4 -October 17 in the News of Orange and at the Orange County Planning Department, <br />and made available copies of the amendments and comment sheets at the Planning <br />Department. <br />The Rural Transportation Advisory Committee (RTAC) will consider adopting the amended MOU <br />at its meeting February 21, 2008. When adopted, the TARPO staff will send in a consecutive <br />order to each member jurisdiction County Manager a packet of seven (7) original copies to be <br />signed by the Chair of the County Commissioners and sealed by the Clerk. The Clerk will return <br />the signed originals to Triangle J Council of Governments. When all County Commission Chairs <br />have signed the MOU, the TARPO staff will forward to NCDOT. Upon execution by the North <br />Carolina Secretary of Transportation, one original copy of the amended MOU will be returned <br />through the Triangle J Council of Governments to each member county. <br />FINANCIAL IMPACT: Orange County, as a member of the TARPO, has an annual obligation of <br />1/4th of the local 20% match for funding lead planning agency staff and there is also obligation of <br />staff resources. For FY 2007-2008, Orange County's RPO funding obligation is $2,500. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Amended <br />Memorandum of Understanding. <br />
