Fikes, 245-2490 <br />PURPOSE: To consider approval of a Memorandum of Understanding with the Executive Team <br />for the Partnership to. End Homelessness. <br />BACKGROUND: In May 2007, the Orange County Board of Commissioners approved the Ten <br />(10) Year Plan to End Homelessness in Orange County and appointed Commissioner Moses <br />Carey, Jr. to serve as the BOCC representative on the Executive Team of the Partnership to <br />End Homelessness (PEH). The Executive Team consists of a representative from the four <br />elected bodies, the Triangle United Way, the University, and other community representatives. <br />The role of the Executive Team is to ensure that the goals, objectives, and strategies of the 10 <br />Year Plan are being met and to also help address the inevitable challenges inherent in this <br />ambitious initiative. <br />The PEH Executive Team began meeting in August 2007, and one of its tasks has been the <br />development of the job description for the 10 Year Plan Coordinator that will direct plan <br />implementation activities. The Coordinator position, funded by the four local governments in the <br />County, will be housed in Orange County government and the BOCC approved the addition of <br />this position to the County Classification and Pay Plan on October 23, 2007. At that time, <br />County staff indicated that a Memorandum of Understanding was being developed to formalize <br />the joint agreement regarding the funding and oversight of this position. That document has <br />been prepared and approved by the PEH Executive Team and is being presented to all local <br />governments for approval. <br />FINANCIAL IMPACT: For Fiscal Year 2007-2008, the four local governments approved <br />approximately $60,000 in funding for this position for the first year. The contribution breakdown, <br />based on population percentages, is as follows: Orange County - $24,000; Town of Chapel Hill - <br />$24,600; Town of Carrboro - $8,400; and $3,000 from Town of Hillsborough. It is anticipated <br />that the $60,000 available will be adequate funding for at least six months salary and benefits. <br />Future funding needs will be addressed during the annual budget process in subsequent years. <br />The County will also be expected to provide for the overhead needs of the position. <br />
