E <br />performed simultaneously, so staff has recommended proceeding first with implementation of <br />the Urban program because: <br />• There is no current funding source for Fiscal Year 2014/15 curbside or multi - family <br />services <br />• Affects more residents <br />• Assumed easier to implement as Town residents have more experience using roll carts <br />for garbage; less intense public education and outreach efforts (if Towns choose bi- <br />weekly more education and outreach will be necessary) <br />• More efficient distribution due to density <br />• Long time expressions of interest and advocacy for roll carts <br />• Long delivery time (8 -10 months) required for acquisition of new collection vehicles for <br />Rural program indicates that there is time to address Urban program in that period of <br />waiting <br />• Roll cart grant process requires that, as a condition of the grant, the program be <br />implemented within one year of the contract being signed <br />• County is ready to proceed to bid Urban service and roll carts <br />• Rerouting will be somewhat easier for Urban with fewer density related challenges <br />The staff effort involved in planning and executing these cart implementations will be significant <br />and staff wants the process to proceed smoothly, with minimal disruptions and difficulties. <br />Therefore it is strongly advised that these two program cart conversions be done sequentially. <br />It is likely to require several months to successfully negotiate a new comprehensive Interlocal <br />Agreement for Solid Waste and Recycling. Attachment E is a Letter of Intent for the Towns <br />consideration that would allow the County to begin the Urban Curbside roll cart implementation <br />process to allow for a July 1, 2014 implementation. This approach was discussed by the <br />Managers who agreed that it be presented to their respective governing boards for <br />consideration. <br />Financing of Solid Waste, Recycling and Waste Reduction Services <br />At present, it is the County's intention to maintain the Solid Waste Convenience Center Fee and <br />the Basic Recycling Fee (3 -R). The Rural Fee (3 -R) will no longer be assessed and may be <br />replaced by a Solid Waste Tax District. The financing as well as management of the Urban <br />Curbside and Multi- family Recycling programs are currently under study by the Towns. County <br />and Town discussions have concluded that the three Towns could assess the Urban and Multi- <br />family Fee through statutory authority not available to the County. No final determinations have <br />yet been made. All decisions must be made with the objective of implementation by July 1, <br />2014. <br />On November 19, 2013 the Board of Commissioners received a progress update regarding the <br />County's intent to continue to provide urban curbside and multi - family recycling services for the <br />Towns (see Attachment C). The County estimated cost for providing the urban curbside <br />recycling services is competitive with the proposals received from private haulers and there <br />appear to be some additional advantages for the County to continue managing this service. <br />County staff is working with the Towns to proceed immediately with the Request for Proposals <br />(RFP) process for collection services and cart acquisition by December 31, 2013. It will take <br />approximately six months to complete the implementation process to convert to roll carts, <br />including the bidding of the collection service and possible installation of a new service provider, <br />and to execute a comprehensive community education and outreach program. <br />
