ORANGE COUNTY <br />ASSEMBLY OF GOVERNMENTS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 21, 2013 <br />Action Agenda <br />Item No. 2 <br />SUBJECT: Solid Waste Updates Regarding Future Recycling/Waste Reduction Initiatives <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y /N) No <br />ATTACHMENT(S): <br />A) Recycling Service Options Report — <br />Chapel Hill November 6 Work <br />Session <br />B) November 19 BOCC Regular <br />Meeting Abstract <br />C) Draft Outline of Interlocal <br />Agreement for Recycling/Waste <br />Reduction & Solid Waste <br />D) Draft Letter of Intent <br />E) Follow -up to Key Questions Raised <br />with Regard to Urban Curbside & <br />Multi - Family Services as Provided <br />by Orange County Community <br />Recycling Program <br />F) Summary of Solid Waste and <br />Recycling Services — April 2013 <br />INFORMATION CONTACT: <br />Michael Talbert, 919 - 245 -2308 <br />Gayle Wilson, 919 - 968 -2885 <br />PURPOSE: To provide an opportunity for each jurisdiction to present an update of local solid <br />waste management issues and specifically to discuss each Town's intentions with regard to the <br />provision of future recycling /waste reduction services or waste transfer operations. <br />BACKGROUND: The following updates are provided by each jurisdiction: <br />Town of Chapel Hill <br />On June 21, 2013, a Request for Proposals (RFP) for Implementation of Recycling Services and <br />Development of Transfer Station was issued as a joint initiative among the Towns of Chapel Hill, <br />Carrboro and Hillsborough. During a Work Session on November 6, 2013, Chapel Hill Town <br />Council received results from the recycling portion of the RFP (see Attachment A). Based on <br />preliminary cost data from the County, the cost of the County's curbside recycling services is <br />comparable with the proposal costs submitted from the private firms. To better understand the <br />County's cost data, Town Council has requested to receive additional information about the <br />specific services provided by the County's recycling program to Chapel Hill residents and the <br />projected program costs over the next five years. <br />
