~~~ <br />Landscape Archifiecture Land Planning <br />MEMORANDUM <br />To: Tracy Parrot <br />From: Scott Murray <br />Date: March 17, 2008 <br />Re: Buckhorn -Responses to Comments <br />Responses to Notes form Public Hearing & Staff Meeting: <br />Concerns and Recommendations -General: <br />Several concerns were raised regarding sustainability, global warming and green building <br />practices in general. Additionally a recommendation was made by the Commission for the' <br />Environment to adopt the USGBC's LEED for Neighborhood Development Rating System as a <br />standard for the proposed development. Accompanying this recommendation several specifirC <br />"design standards" were noted for consideration. <br />Applicants Response: <br />The Master Plan for Buckhorn Village (Section 2-3-3 Environmental Factors) addresses the <br />applicant's commitment towards sustainability. It identifies many design objectives <br />established by the LEED-Retail Rating System to serve as minimum standards along with <br />others that will be pursued with future tenants through the architectural review process. <br />The most successful trends towards "greener" retail combine key sustainability objectives <br />that focus on site selection, water conservation, efficient building energy systems, <br />environmentally friendly materials, and indoor air quality.- While it is impractical to achieve <br />the level necessary for certification in emerging markets the Rating System provides <br />guidance for developers and administrators. <br />Responses to Specific Recommendations: <br />Transportation: <br />Locations for 4 bus loading stations have been identified on the master plan along with a <br />site reserved for civic or public use. <br />The Village Center area (District II) as identified on the Land Use Plan allows the <br />construction of parking decks and will be planned to provide for the future construction of <br />this type of facility. However current market demand is not likely to support construction ~' <br />parking decks in the early phases of development. Concerns for the heat island effect l <br />partially mitigated through proposed landscape standards that exceed those required oy <br />Orange County for all surface parking areas. Runoff from the impervious surfaces is <br />retained/detained on-site for reuse and infiltration. <br />
