James Stock - Carrboro <br />Would benefit but is appalled by a mall <br />Big boxes are dead, cost of services . <br />Response: The proposed plan for Buckhorn Village is not a mall facility. <br />This development will have three distinct areas, all accessed and <br />interconnected by streets and walks. Buckhorn Village will provide a <br />pedestrian friendly experience with three distinct design approaches. <br />Please refer to our application and note the design concepts far <br />Promenade, Commons, and Free Standing Anchor. <br />Buckhorn Village is proposed as a mixed use development. Though retail <br />would be the largest use, the Village would also include residential, <br />entertainment.uses such as theaters, hotels and numerous services, such <br />as banks, offices, real estate, insurance and financial sales centers, dry <br />cleaners,. spas and salons. As mentioned previously, locally owned <br />businesses will be recruited. <br />The cost of county services delivered to Buckhorn Village will be vastly <br />outweighed by the property and sales tax revenues and lodging fees <br />generated by the site and activities there. A January 2006 study entitled <br />"The Cost of Community Services in Orange County," by Mitch Renkow of <br />N.C. State University, concluded that the revenues/expenditures ratio for <br />commercial properties in Orange County is 4.2~t. In other words, <br />commercial properties generate more than four times as much revenue as <br />they require in local government service costs. It is reasonable to predict <br />that at completion, Buckhorn Village will be annexed by the Town of <br />Mebane. At that juncture, Mebane would be providing virtually all local <br />government services to Buckhorn Village, and the Village's <br />revenue/expense ration relative to Orange County would be far higher than <br />four to one. <br />16.
