15 <br />1 As requested, we are pleased to provide the following informatian in regard to the subject <br />'2 project: <br />3 <br />4 1. Utility Service Agreement between Mebane and Orange County <br />S By Agreement dated March 1, 2004, the City of Mebane and Orange County entered <br />6 into a Utility Service Agreement providing for the extension of water and sewer service to <br />7 I-85/Buckhorn Rd. Economic Development District. The agreement indicates that water, <br />8 and sewer extensions will be made at the expense of Orange County with approvals by <br />9 the City of Mebane. The agreement has worked successfully with the recent extension <br />10 of water and sewer service to the new Gravelly School on West Ten Road. <br />11 <br />12 2. .Allocation and treatment capacity <br />13 The City of Mebane has a 2.5 MGD wastewater treatment plant (with existing flows in <br />14 the 1.0 MGD range) and our plant has capacity available for approved users. Based on <br />15 our understanding of the Gravelly School project, the city approved a design flow of <br />16 100,000 gallons per day (average flaw) when the Gravelly pump station was designed <br />17 for that service area. The school is currently only using approximately 3,000 gallons per <br />18 day; therefore, the Gravelly pump station appears to have sufficient capacity available to <br />19 accommodate the first phase of the project. The project engineer has provided same <br />20 preliminary estimates that indicate the project may generate approximately 200,000 <br />21 gallons per day at full project buildout; therefore, it appears that future upgrades will be <br />22 needed to the infrastructure to accept the buildout flaws. <br />23 <br />24 In terms of water availability, the City has a 4.0 MGD allocation in the Graham/Mebane <br />25 water plant and our usage currently averages 1.1 MGD. The project engineer has <br />~?6 provided preliminary water usage required for fire flows, and it appears that some pipe <br />27 line extensions will be needed to accommodate these estimated fire flows. <br />28 <br />29 3. Utility Extension Agreement <br />30 Based on the preliminary engineering information provided by the project engineer, it <br />31 appears that some utility extensions and system upgrades will be needed to serve this <br />32 project. I'm a professional engineer <br />45 in North Carolina, with 25 years experience. Thirteen of those were with NCDOT. The <br />46 remainder has been private industry. I want to go back to the transportation plan. To piggyback <br />47 on what Tyson testified to, the internal circulation of the Buckhorn development is...he pointed <br />48 this out on the presentation. Again, sensitivity would be given to users and tenants. In relation <br />49 to the testimony you've heard from Scott in regards to the different areas and the different looks <br />50 and feel, those internal drives and roads may be somewhat flexible, but most importantly is all of <br />S 1 the access points along Buckhorn Road and along West Ten Road that Tyson testified to will <br />~~ <br />
