Further EDD growth. does not only paraphrase <br />"new development", fiirther growth means an increased ability to provide water and <br />sewer services to existing parcels within the EDD. Currently there are existing parcels <br />that could benefit from the increase accessibility to water and sewer service. <br />Buckhorn Road Associates will be looking for investment assistance from Orange <br />County and the State of North Carolina.- At this time it is not clear to the investment <br />value. <br />Question #4 Commissioner I~Telson -Where is the analysis on how much it will cost <br />the government to provide services to this project? <br />County staff to respond <br />~`taff ~C`c~narnent: This report has been completed and is attached for your review and <br />comment. <br />Question #S Commissioner laielson -~Iow will your projected employees pay for <br />housing, and where do you thinly. they are going to be able to live? <br />Industry standard indicates that a 20-30 minute drive radius from the site would <br />encompass 90% of the employees.. Currently Orange County staff is looking at adopting <br />"affordable housing" incentives into the county ordinances. The conditions of approval of <br />Buckhorn Village incorporate those anticipated required thresholds (30%), Section 2-2-4 <br />(1,2), Within aten-mile radius there are proposed subdivisions under conception and or <br />construction that would support this development. <br />The Orange county ordinance, which this application is made under, does not require•a <br />housing study, and ane has not been provided <br />We believe that once the infrastructure of water, sewer, and transportation are built to the <br />Buckhorn EDD that additional residential infill will come to fi-uition. The infrastructure <br />improvements vvi.ll serve many areas beyond the limits of Buckhorn Village and thus • <br />foster future development, and existing residential utility services to the majority of the <br />Buckhorn EDD. <br />Staff C'amnaent: As a means of clarification, we akeady have `affordable hosing <br />incentives' within our local Ordinances. What we are recommending is that one (1) of <br />the conditions of approval be that the applicant provide a specific percentage of <br />affordable housing opportunities within. the Conditions of Approval for this project. <br />Question #6 Commissioner Jacobs -]Drive-thru windows - we do not want them? <br />Buckhorn Village understands the tendency to want to eliminate the common "drive- <br />thru". -BVPD requests that the drive-thru's be separated into two categories; Essential <br />and Non-essential, both being allowed under with the following conditions: <br />2 <br />
