He further stated that this was the first time he had ever heard <br />such a statement and that he, and others, had always been told the exact opposite. <br />Commissioner Carey was responding to a statement made by Mr. Joe Phelps, former <br />Mayor of the Town of Hillsborough, who indicated during the 'meeting that there was an <br />economist at a `state university' that had indicated that housing/residential land uses do, <br />in effect, pay for themselves in terms of covering the costs associated with providing <br />them services with the revenue generated ~by their property taxes. <br />This person's name was not offered by Mr. Phelps as part of the PUBLIC RECORD. Mr. <br />Phelps has indicated that he was referring to Mr. Michael Walden, and economist with <br />NC State, but could not provide specific examples of his studies, writings, or any public <br />comments that supported the comment made at the meeting. Mr. Phelps indicated that he <br />was requesting information from the John Locke Foundation to bolster his comments <br />concernu~.g residential land uses covering the cost of their services through their tax <br />values. <br />Question #2 Commissioner Nelson -Who will pay for road improvements? <br />Required improvements for increase capacity in accordance with the approved TIA. are <br />the responsibility of the developer. The improvements proposed will provide additional <br />roadway capacity above that needed for Buckhorn Village, thus allowing future <br />development potential to the EDD area. <br />Question ##3 Commissioner Nelson -Are you going to ask for government <br />assistance/incentives for improvements or for the <br />project as a whole? <br />It is true that there are significant costs associated with the offsite improvements for <br />water, sewer, and transportation. These costs for these improvements will provide <br />infrastructure needs of Buckhorn Village, as well as, additional capacity for the <br />remainder of the EDD and the surrounding area. In other words, the offsite ~ <br />improvements (Water, Sewer and Roads) will provide room for further EDD growth on <br />
