Modification of Table 3.8 of the Land Use Management Ordinance to allow a 90 -foot maximum Secondary <br />building height internal to the site in the area identified on the approved plans as the northwest Herndon <br />Development Area. <br />This finding is, for this modification, based on a determination that public purposes are satisfied to an equivalent or greater <br />degree as the proposal is 1) internal to the site, 2) not visible from Homestead Road, 3) could reduce impervious surface area <br />overall by encouraging compact development, and 4) is a government facility that benefits all of the residents of Orange <br />County as well as support the principles of the Chapel Hill 2020 Comprehensive Plan. <br />
