~. `f <br />7. I~'UBLIC IMVESTI~IEIVT IiV EDD ItVERASTRUCTURE <br />In 2004 Orange County purchased approximately 100 acres in the southern I- <br />85/Buckhorn EDD for a school and regional park. The location of these public facilities <br />in the eastern section prompted the public investment in water and sewer facilities over <br />$1.5 million in value along undeveloped portions of the EDD zone. This commitment in <br />public water and sewer was in part to spur economic development in the corridor. <br />Orange County continues in 2008 to support the existing land use plan urban transition <br />areas (residential and economic development) by proceeding with $4.2 million in <br />additional sewer infrastructure in the Efland and Buckhorn areas. <br />8. BUCKHORfV VILLAGE <br />Buckhorn Village is an approximate 130+ acres proposed Planned Development that is <br />located in the southwest quadrant of the Buckhorn EDD. A planned development is a <br />zoning construct in the Orange County Zoning Ordinance that requires/allows the <br />applicant, adjoining property owners, businesses, staff and elected officials to master <br />plan land use areas and place conditions on future proposed development site plans. <br />The planned development approach gives all parties more information and greater <br />certainty regarding proposed land uses and site development issues. The planned <br />development is the alternative and more restrictive approach to the general use district <br />atlas amendment guidelines that limit discussion of uses, review of a site development <br />plan and the placement of conditions on a project during the zoning atlas amendment <br />process. <br />See attached Focused Growth Areas/Planning Constructs. <br />
