~ ~a <br />2A. ZONING (and Subdivision) <br />Land within the Orange County Zoning jurisdiction is subject to the Zoning Ordinance. <br />The Zoning Ordinance is comprised of two implementing parts---the written text and the <br />zoning atlas with the text providing the rules for specific uses and the atlas setting forth <br />the mapped district boundaries to which the text applies. The Subdivision Regulations <br />regulate the subdivision of land. <br />Various land use regulations have been adopted, both locally initiated and State <br />mandated, by the County Commissioners to regulate lands within the Efland/Cheeks <br />area. They include the following: <br />Zoning Ordinance effective in the Cheeks Township on October 1, 1984. <br />Subdivision Regulations effective in the Cheeks Township on March 13, 1978 <br />Watershed Overlay District effective on January 1, 1994 (amendment to Zoning <br />Ordinance. <br />(see Zoning and Subdivision Ordinances) <br />2B. ECONOMIC DEVELOPMENT DISTRICT (I-85 / Buckhorn Area) effective on <br />March 1, 1994 (revised November 5, 2003) <br />The EDD Design Manual is applicable to this project as well as any other reasonable <br />conditions placed on the project by the Board of County Commissioners during the <br />Planned Development /Special-Use Permit process. . <br />3. GROWTH MANAGEMENT SYSTEM <br />The Growth Management System (GMS) was created by an amendment to the Zoning <br />Ordinance. Effective on Novemker 5, 2003, the GMS purpose is to provide a process <br />framework for major subdivision review. The amendment implemented varying levels of <br />review, dependent first on whether a property was classified as Rural Designated or <br />Urban Designated,' and secondly on the proposed number of lots. The review <br />processes are matched to the planned intensities of the rural or urban program <br />acknowledging the intent of each. <br />For example a 40-lot subdivision can be more easily accommodated in an urban vs. <br />rural area. <br />(see Zoning Ordinance, Article 4, 7, 8, 22 and Subdivision Ordinance) <br />
