He said he attended several <br />sessions on jail alternatives. <br />Chair Jacobs attended the mayors /chairs meeting at TJCOG. He said one of the <br />members of the staff of the North Carolina League of Municipalities stated that he felt that there <br />had been improvements with where cities stand with the legislature. He said many of the urban <br />representatives took issue with this statement. He said he did not realize that there were <br />discussions about abolishing the article 46 sales tax as well as ETJs. <br />Chair Jacobs said the Board wanted to express their best wishes to Thomas Crowder, a <br />Raleigh City Councilman, who has just announced his retirement due to a medical illness. <br />Chair Jacobs said he will be missed and was a true public servant. <br />13. Closed Session <br />A motion was made by Commissioner McKee, seconded by Commissioner Pelissier to <br />go into closed session at 8:49 p.m. for the purpose of: <br />Pursuant to North Carolina General Statute 143- 318.11.(a)(9), "To discuss and take action <br />regarding plans to protect public safety as it relates to existing or potential terrorist activity and <br />to receive briefings by staff members, legal counsel, or law enforcement or emergency service <br />officials concerning actions taken or to be taken to respond to such activity." <br />VOTE: UNANIMOUS <br />RECONVENE INTO REGULAR SESSION <br />A motion was made by Commissioner Rich, seconded by Commissioner McKee to <br />reconvene into regular session at 9:20pm. <br />VOTE: UNANIMOUS <br />15.
