ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 24, 2008 <br />Action Agenda <br />Item No. ~~r <br />SUBJECT: Authorization to Award Bid: Construction of Leachate Sewer Line from MSW <br />Landfill on Eubanks Road to Existing Sewer Line on Mill House Road <br />DEPARTMENT: Purchasing and Solid Waste PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />Gayle Wilson, 968-2885 <br />PURPOSE: To consider authorizing the Purchasing and Central Services Director to award a bid for the <br />construction of a sewer line during the Board's summer break and to report the outcome in August 2008. <br />BACKGROUND: The existing landfill located on the south side of Eubanks Road was placed in operation <br />in June/July 1995. Federal and State regulations require leachate collection, which at the Orange County <br />Landfill is collected in a leachate lagoon. Leachate is then pumped into a 3,500-gallon tank truck and <br />transported to Orange Water and Sewer Authority (OWASA) for disposal and treatment. As an <br />alternative to this pumping and hauling, the Solid Waste Department proposed to construct a sewer line to <br />receive the leachate, replacing the need for hauling. <br />In May 2005, the BOCC awarded an engineering services contract to Phil Post & Associates to design, <br />permit, obtain all necessary easements, oversee bidding, construction, and startup of a gravity sewer line <br />for the disposal of leachate generated through normal operations at the Eubanks Road Landfill. Following <br />the design and permitting, the County was unable to obtain a necessary private easement. In August. <br />2007, the BOCC authorized. additional measures to acquire the easement if negotiations were not <br />successful. However, months of intermittent negotiations appear to have yielded a successful acquisition <br />without the need for legal action. <br />Once the signatures are obtained and the final paperwork recorded, the bidding process will commence, <br />with the receipt of bids anticipated by early to mid July. The completion of the sewer line is in the critical <br />path for Animal Services Facility work that will continue through the summer. For this purpose, the Board <br />is being requested to allow the Purchasing Director to award the bid for sewer construction during the <br />Board's summer break and report the outcome in August when the Board reconvenes. <br />FINANCIAL IMPACT: Funds in the amount of $284,000 are budgeted and currently available in FY 2007- <br />08 Solid Waste Management Budget for construction of the leachate sewer project. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize the Purchasing and <br />Central Services Director to award a bid for construction of a sewer line as indicated above and to report <br />the outcome to the Board in August 2008. <br />
