19) Mental Health — Support legislation to ensure that State-funded mental <br /> health, developmental disability, and substance abuse services are <br /> available, accessible and affordable to all residents and that sufficient <br /> state resources fund service provision costs inclusive of sufficient crisis <br /> beds; <br /> 20) Land, Water and Agricultural Preservation Funding/Conservation — <br /> Support the restoration of funding for Park, Agricultural Preservation, <br /> Clean Water and other existing trust funds established for the protection <br /> of the State's land, water, biological resources, agriculture, and special <br /> places before they are irreversibly lost; and also support a conservation <br /> option under the Use Value Program and a revision to the revenue and <br /> acreage requirements of the Use Value Program to address operations <br /> that meet the revenue requirements, but do not meet the minimum ten <br /> acres threshold for agricultural operations; <br /> 21) Concealed Weapons in Parks - Seek legislation authorizing counties <br /> to fully regulate the carrying of concealed weapons in parks, and <br /> specifically a revision of North Carolina General Statute 14-415.23, <br /> which limits the authority of local governments to regulate the carrying <br /> of concealed weapons in parks and other areas where large numbers of <br /> children may congregate. <br /> 22) Participation in Solid Waste Programs for Recycling — Support <br /> legislation authorizing counties to require county residents to participate <br /> in solid waste collections programs conducted by counties and impose <br /> a fee for the solid waste collection services in a manner similar to the <br /> authority granted to cities. The fee may not exceed the costs of <br /> collection; <br /> 23) Potentially Dangerous Dog Declarations — Appeals Timetable — <br /> Support legislation amending North Carolina General Statute 67-4.1.0 <br /> to allow an appellate Board considering a potentially dangerous dog <br /> declaration to convene a hearing "within 10 regular business days of the <br /> filing of an objection". The current 10-day timetable to convene a <br /> hearing presents a significant challenge as members of appeals bodies, <br /> often community residents, have personal and business obligations that <br /> create a struggle to schedule meetings within the mandated 10-day <br /> timeframe. <br /> 24) Restore Voting Rights — Support legislation to: <br /> • Restore same day voter registration; <br /> • Extend the early voting period and include Sundays during <br /> early voting periods; <br /> • Re-instate pre-registration for 16 and 17 year olds; <br /> • Restore straight ticket voting; <br /> • Eliminate all photo identification requirements; <br />
