9) Tax System Modifications — Seek legislation that enhances the county <br /> property tax system with increases in the income qualifications for <br /> homestead exemption and support reinstatement of the earned income <br /> tax credit. <br /> 10) Standard Deadline for Board of Equalization & Review Appeals — <br /> Support legislation amending North Carolina General Statute 105-322 <br /> of the Machinery Act to provide for statewide uniformity in the deadline <br /> for filing an appeal with the county Board of Equalization and Review <br /> with additional time to taxpayers who receive late notices of value <br /> changes. Currently each county Board of Equalization and Review <br /> establishes its own deadline for these appeals. A uniform statewide <br /> deadline by which such appeals must be filed would eliminate <br /> uncertainty for taxpayers wishing to challenge their valuations. <br /> 11) Medicaid Expansion — Seek legislation to expand Medicaid coverage <br /> under the Affordable Care Act to provide coverage for low-income <br /> adults and families. <br /> 12) Medicaid Rates to Cover Costs — Support legislation for a rate <br /> increase for Medicaid services to at least cover cost of service. In an <br /> effort to curb Medicaid costs, legislative actions over the past 10 years <br /> routinely show a Medicaid service-provider rate reduction or a reduction <br /> in the inflationary increases for reimbursement rates, increases to keep <br /> pace with medical inflation. Despite a 50 percent plus increase in <br /> Medicaid clients, fewer physicians are choosing to treat Medicaid clients <br /> given lower reimbursement rates than that offered under private <br /> insurance plans. <br /> 13) County Jail System/Housing State Inmates Reimbursement — <br /> Support legislation to protect the fiscal viability of the county jail system <br /> by reinstating a reimbursement rate for state inmates housed in county <br /> jails and increasing the reimbursement rate for state inmates awaiting <br /> post-trial prison transfer; <br /> 14) Druq Treatment Court Funding — Seek legislation to restore funding <br /> to Drug Treatment Courts in North Carolina. In 2011, the General <br /> Assembly eliminated all state funding for Drug Treatment Courts. These <br /> courts were created by the General Assembly in 1995 and have been <br /> utilized across the state to address substance abuse issues in the <br /> criminal justice system, reduce alcohol and drug-related caseloads, and <br /> promote effective use of resources for substance abuse treatment. <br /> Without funding for these courts, many counties have lost a valuable <br /> resource for managing judicial caseloads and addressing substance <br /> abuse issues. <br />
