2 <br />PURPOSE: To approve budget, grant and capital project ordinance amendments for fiscal year <br />2007-08. <br />BACKGROUND: <br />Criminal Justice Partnership Program <br />1. The original fiscal year 2007-08 approved budget allocated $7,537 to the Criminal <br />Justice Partnership (CJPP) Grant Project when the monies should have been included <br />in the County's General Fund. This portion of the budget amendment transfers $7,537 <br />from the CJPP Grant Project Ordinance to the General Fund to allow for direct provision <br />of client services. (See Attachment 3, Criminal Justice Partnership Program Grant <br />Project Ordinance) . <br />Capital Project Ordinances <br />2. Chapel Hill Carrboro City Schools, Elementary #11 <br />At its May 20, 2008 meeting, the Board of County Commissioners approved a funding <br />plan for construction of Elementary #11 for the Chapel Hill Carrboro City Schools <br />(CHCCS). The school district estimates the construction project to cost $33,177,932 with <br />project funding to include $974,000 in NC Education Lottery Proceeds and $32,203,923 <br />in alternative financing proposed for winter/spring 2008. In order to stay on schedule and <br />open the school in fall 2011, the district needs to select a project architect in June 2008. <br />This amendment establishes a capital project ordinance for the new school and budgets <br />$974,000 for costs of architectural services, site studies, and other professional services. <br />Proceeds from the NC Education Lottery will cover these costs. Future amendments to <br />the project ordinance, anticipated for winter 2009, will allow for remaining project costs to <br />be funded with proceeds from future alternative financing arrangement. (See Attachment <br />4, CHCCS Elementary #11 Capital Project Ordinance) <br />3. Animal Services Facility Construction <br />On June 3, 2008, County Commissioners approved a Construction Manager at Risk <br />Contract for construction of the County's new Animal Services Facility. As stated in a <br />Reimbursement Resolution approved by the Board on February 19, 2008, the County <br />plans to borrow a maximum of $8 million in fall 2008 to complete the project. The <br />attached capital project ordinance establishes the full budget for this project and enables <br />the County to encumber and pay expenditures associated with the project. (See <br />Attachment 5, Animal Services Facility Construction Capital Project Ordinance) <br />4. The Office Building and Library <br />The Board approved an agreement to purchase The Office Building and Library facility <br />currently under construction in downtown Hillsborough on January 15, 2008. Current <br />plans include issuing $17.9 million in non-general obligation debt, also known as <br />alternative financing, in spring 2009 to fund the project. In .accordance with a <br />Reimbursement Resolution adopted by the Board on April 15, 2008, the attached capital <br />project ordinance establishes the full budget for this project (See Attachment 6, The <br />Office Building and Library Capital Project Ordinance) <br />
