He said he is hearing that the <br /> Board would like to continue the existing program as is, and if efficiency allows, to add as <br /> many customers as possible with existing resources. <br /> Chair Jacobs said yes, and he clarified that customers would be allowed to continue <br /> using bins if they wanted. <br /> Michael Talbert said yes. He said secondly he is hearing that the Board wants to have <br /> options to pay for the service through either reserves or a property tax increase that could <br /> potentially pay for all recycling and convenience center fees. He said the tax proposal will <br /> come with the number amount needed to make this happen. He does not know this amount <br /> right now. <br /> Commissioner porosin added that, though the majority opinion is to keep the service <br /> as-is, he does not agree to that. <br /> Commissioner Pelissier asked if there would be roll carts this fiscal year. <br /> Michael Talbert said the purchase of roll carts has been scaled back to better match the <br /> number of actual participants. He said 7,000 carts are included in the budget as a starting <br /> point, and people in the rural area will have the option of keeping the smaller bins. He said <br /> this will be voted on as part of the budget. <br /> Commissioner Gordon said if items will be coming back that are not consensus, she <br /> would like her option put on the table. She would like to have increased solid waste <br /> convenience center fees for the rural and urban area. She would like to see options to pay for <br /> one-third, half, and all of the $1.8 million in general funds being used. <br /> 5.
