Edwards, NCDOT; Craig Benedict, 245-2592 <br />SR Investigation Reports for: <br />New Hope Springs Drive, Hope Valley Drive, <br />& Valley Creek Drive <br />PURPOSE: To make a recommendation to the North Carolina Department of Transportation <br />(NCDOT) concerning a petition to add roads within the New Hope Springs Subdivision to the State <br />Maintained Secondary Road System. <br />BACKGROUND: New Hope. Springs Subdivision was approved by the Board of County <br />Commissioners through the major subdivision process. The roads within New Hope Springs <br />were originally platted and approved as public roads. The developer of this subdivision has <br />petitioned the North Carolina Department of Transportation (NCDOT) to accept maintenance <br />responsibilities for New Hope Springs Drive, Hope Valley Drive and Valley Creek Drive. The roads <br />are located in New Hope Springs Subdivision off the south side of Davis Road, Chapel Hill Township. <br />New Hope Springs was developed in three (3) sections. The Board of County Commissioners <br />(BOCC) approved Section 1 in June 1992, Section 2 in September 1994 and Section 3 in March <br />2000. All sections were approved with "all roads irrevocably dedicated to the general public" and <br />"constructed to standards of the North Carolina Department of Transportation". The subdivision also <br />provides two (unconstructed) stub outs to provide future access to property to the east and south of <br />the development. <br />NCDOT has investigated these requests (please refer to attached Secondary Road Addition Reports) <br />and has submitted the petitions to the Board of Commissioners for its review and recommendation. <br />In accordance with North Carolina General Statute §136-62*, the Board is required to make a <br />recommendation regarding the petitions to the North Carolina Board of Transportation (NCBOT) <br />before the NCBOT can consider the petitions. , <br />"North Carolina General Statute §136-62 directs that "The citizens of the State shall have the right to present petitions to' <br />the board of county commissioners, and through the board to the Department of Transportation, concerning additions to <br />the system and improvement of roads. The board of county commissioners shall receive such petitions, forwarding them <br />on to the Board of Transportation with their recommendations." <br />
