2 <br />NCDOT has investigated this request (please refer to attached Secondary Road Addition <br />Report) and has submitted the petition to the Board of Commissioners for its review and <br />recommendation. In accordance with North Carolina General Statute §136-62*, the Board is <br />required to make a recommendation regarding the petitions to the North Carolina Board of <br />Transportation (NCBOT) before the NCBOT can consider the petitions. <br />A requirement of the Special Use Permit for the development states that the applicant shall <br />request annexation by the Town of. Hillsborough for each phase of the development following <br />the construction of required improvements. The Town may eventually act on the voluntary <br />request for annexation. <br />FINANCIAL IMPACT: There is no direct financial impact to the County associated with this <br />item. NCDOT will incur additional maintenance responsibilities and costs. <br />RECOMMENDATION(S): The Manager recommends that the Board forward the Petition for <br />Addition to the State Maintained system for North Scotswood Blvd. to the NCDOT with a <br />recommendation that the Board of Transportation accept North Scotswood Blvd. for <br />maintenance as a State secondary road. <br />North Carolina General Statute §136-62 directs that "The citizens of the State shall have the right to present <br />petitions to the board of county commissioners, and through the board to the Department of Transportation, <br />concerning additions to the system and improvement of roads. The board of county commissioners shall receive <br />such petitions, forwarding them on to the Board of Transportation with their recommendations." <br />
