Edwards, NCDOT Craig Benedict, 245-2592 <br />SR Investigation Report for North Scotswood <br />Blvd. <br />PURPOSE: To make a recommendation to the North Carolina Department of Transportation <br />(NCDOT) concerning a petition to add North Scotswood Blvd. in Churton Grove Subdivision to <br />the State Maintained Secondary Road System. <br />BACKGROUND: Churton Grove Planned Development was approved by the Board of <br />County Commissioners (BOCC) through the Class A Special Use process, rezoning <br />process and major subdivision process. The roads within Churton Grove were originally <br />platted and approved as public roads. The BOCC has previously recommended that the <br />NCDOT accept maintenance of roads platted in Phase I (Churton Grove Blvd., Dunn Place, <br />McRae Place, Foreman Street, Patrick Henry Lane and James Madison Place) .and Phase II-A <br />(Churton Grove Blvd. Ext., Ainsworth Drive, East Bromfield Drive, West Bromfield Drive, <br />Hadfield Drive and Cavell Gourt) of the planned development. <br />The developer of Churton Grove Planned Development has petitioned the North Carolina <br />Department of Transportation (NCDOT) to accept maintenance responsibilities for North <br />Scotswood Blvd., the major access street off US Highway 70 (US 70) into the planned <br />development. Churton Grove is located in the Northeast quadrant of US 70 and St. Mary's <br />Road in Hillsborough and Eno Townships. The Board of .County Commissioners (BOCC) <br />approved a Class A Special Use Permit fora 410 single-family lot, 216 multi-family unit and <br />65,460 square foot commercial complex Planned Development for Churton Grove in May 1986 <br />with the stipulation that the rezoning and effective date of the special use permit would occur <br />upon approval by the Water Resources Division of the N.C. Department of Natural Resources <br />and Community Development of a water allocation plan developed by and for the Town of <br />Hillsborough. The change in the zoning of the property and the Special Use Permit for the <br />Planned Development became active in March 1998. North Scotswood Blvd. is a four-lane <br />divided street constructed in Phase II of the development and serves as a subdivision access <br />road and as access to the commercial complex and multi-family units of the development. <br />
