2 <br />subdivision road construction standard certification signed by NCDOT staff, which serves as <br />the certificate of dedication of right-of-way in this case. <br />Orange County expects that the Town of Hillsborough will annex this subdivision in the future, <br />as the area is in the Town's Extraterritorial Jurisdiction and. the Hillsborough Board of <br />Commissioners approves development in this area. <br />NCDOT has investigated this request (please refer to attached Secondary Road Addition <br />Reports) and has submitted the petition to the Board of Gommissioners for its review and <br />recommendation. In accordance with North Carolina General Statute §136-62*, the Board is <br />required to make a recommendation regarding the petitions to the North Carolina Board of <br />Transportation (NCBOT) before the NCBOT can consider the petitions. <br />FINANCIAL IMPACT: There at this time is no direct financial impact to the County associated <br />with this item. NCDOT will incur additional maintenance responsibilities and costs. <br />RECOMMENDATION(S): The Manager recommends that the Board forward the Road <br />Petition for Addition to the State Maintained System for Governor Drive, Dairy Farm Drive, <br />Rock Garden Lane, Silver Fox Circle and Harold Latta Drive to the NCDOT with a <br />recommendation that the Board of Transportation accept those roads for maintenance. <br />`North Carolina General Statute §136-62 directs that "The citizens of the State shall have the right to present <br />petitions to the board of county commissioners, and through the board to the Department of Transportation, <br />concerning additions to the system and improvement of roads. The board of county commissioners shall receive <br />such petitions, forwarding them on to the Board of Transportation with their recommendations." <br />
