Letter from Town of Hillsborough Planning Staff <br />PURPOSE: To make a recommendation to the North Carolina Department of Transportation <br />(NCDOT) concerning a petition to add subdivision roads in Cameron Estates to the State <br />Maintained Secondary Road System. <br />BACKGROUND: Cameron Estates Subdivision is located off the east side of North Carolina <br />Highway 57, Hillsborough Township, in the Town of Hillsborough's Extraterritorial Planning <br />Jurisdiction (outside the municipal limits of the Town). Cameron Estates Subdivision was <br />formed through a recombination plat. This recombination was recorded as an "exempt' plat <br />per North .Carolina General Statute § 153A-335, and was not subject to any local government <br />subdivision regulations. Cameron Estates was originally approved as Governor's Downs <br />subdivision by the Hillsborough Board of Commissioners in July 1995. The Town Board <br />approved the subdivision with public streets. (Please refer to the attached letter from <br />Hillsborough Planning staff.) <br />The recombination plat for this application meets the intent of criteria endorsed by the Board of <br />County Commissioners for recommending acceptance of a public road into the State <br />Maintained System for roads approved through the governing jurisdiction's major subdivision <br />process. Those criteria are: <br />• Right-of-way extended to allow connectivity; <br />• Irons have been set at the edge of right-of-way to mark the corners of the lots; <br />• Plat includes appropriate certificates of dedication of the right-of-way and acceptance of the <br />public right-of--way signed by the appropriate entities. <br />The subdivision was not subject to Orange County subdivision regulations, as the subdivision <br />is located in Hillsborough's planning jurisdiction. The plat lacks the acceptance of the public <br />right-of--way certificates signed by a governing body as that is an Orange County certificate <br />requirement. and is not required by the Town of Hillsborough.
