Gordon, Earl McKee, Bernadette Pelissier, Renee Price and Penny Rich <br />13 COUNTY COMMISSIONERS ABSENT: <br />14 COUNTY ATTORNEYS PRESENT: <br />15 COUNTY STAFF PRESENT: Interim County Manager Michael Talbert, Assistant County <br />16 Managers Cheryl Young and Clarence Grier and Clerk to the Board Donna Baker (All other <br />17 staff members will be identified appropriately below) <br />18 <br />19 Chair Jacobs called the meeting to order at 7:01 p.m. He reviewed the following items <br />20 at their places: <br />21 <br />22 - Memo - Summary from NCACC regarding the state house budget <br />23 - Yellow sheet — Memo from Steve Brantley regarding partnership with the Research Triangle <br />24 Regional Partnerships <br />25 - White sheet — Funding information from Clarence Grier <br />26 - Lavender sheet — Managers Miscellaneous Fund Appropriations <br />27 - Green sheet - Jail capacity information <br />28 - Peach Sheet — Information on Upgrades needed at the Southern Human Services Center <br />29 - White sheet — Memo from Orange County Board of Education <br />30 - White Sheet - Draft Agenda Abstract - Information Technology <br />31 - Goldenrod sheet — Response from Gayle Wilson to solid waste question <br />32 <br />33 1. Board of County Commissioners discussion: Additional budget Initiatives, items <br />34 and assertions <br />35 Commissioner McKee said he would like to increase funding for the Meals on Wheels <br />36 program, which is an outside agency. He considers this a critical program for providing meals, <br />37 as well as a contact for isolated residents. <br />38 Commissioner Rich said she feels it is too late in the game to discuss funding changes <br />39 for larger initiatives. She would like to have this discussion earlier next year. <br />40 Chair Jacobs said he is afraid that initiatives will be brought up on Thursday. He would <br />41 like to do this much earlier in the spring, next year, prior to the manager's recommended <br />42 budget. <br />43 Michael Talbert said staff did take the Board's message from the retreat and used it to <br />44 help form the proposed goals and funding. <br />45 <br />46 Commissioner Gordon arrived at 7:07 p.m. <br />47 <br />48 2. FY2014 -15 Fire District Tax Rates, Pg. 299 <br />49 Paul Laughton said the Fire District section in their budget book goes from page 299 to <br />50 page 304 of the budget binder. He noted the attachments for this item ( #2) on the abstract, and <br />
