She said the flood in <br />June of 2013 impacted many poor people. She said DSS staffed a shelter and began recovery <br />operations in July. She said the Building Futures program was also started in July. <br />She said the Food Nutrition Services Training program was implemented in October and <br />applications for the Affordable Care Act also began that month. <br />She said DSS launched NC FAST for Medicaid /Work First in December, and served <br />more than 3,000 children through the Holiday Program toy chest. <br />She noted that in March of this year DSS managed the ice storm shelter, extended three <br />time limited positions, and added one more position. <br />Nancy Coston said many families who experience poverty will need services <br />intermittently through the cycle of trying to find employment and become more self- sufficient. <br />She said DSS continues to see all time highs in use. She showed a video of some families who <br />have used the Work First program. <br />Nancy Coston reviewed the following slides: <br />Anti - Poverty Programs <br />• Prevention and Early Intervention <br />• Employment <br />• Intensive Services <br />• Recommendations <br />Economic Support Programs <br />• The agency provides state and federally mandated programs to support families <br />in need <br />• As of March 31, 2014 there are: <br />12,005 residents receiving FNS <br />10,360 Medicaid cases in Orange County <br />265 Work First cases in Orange County <br />845 children receive child care subsidy <br />Over 22,000 (17% of population) Orange County residents live in poverty <br />Prevention and Early Intervention <br />• Some programs target at -risk individuals <br />• Many families only need one -time or intermittent assistance <br />Sharron Hinton reviewed the following slides: <br />Prevention: Adolescent Parenting Program <br />• The Adolescent Parenting Program is a program for pregnant and parenting <br />teens who are under 18 years of age. Teens who are interested in participating <br />meet with program staff at school and receive periodic home visits. Participants <br />also come to a monthly peer group meeting with their babies to have dinner, <br />socialize, learn more about parenting and participate in educational activities. <br />
